Gov. Bobby Jindal said the projected $1.6 billion financial shortfall for the state is primarily due to plummeting oil prices, but a top Louisiana economist said the cuts spring from other problems.
Greg Albrecht, the chief economist for the Louisiana Legislature said in report released Wednesday the shortfall was caused by years of using funding from unstable sources.
