The Department of Public Works’ Traffic Engineering Division confirmed the residents of Carlotta Street have acquired a permit for the annual Carlotta Street block party to be held this Halloween.Sgt. Don Kelly of the Baton Rouge Police Department said local officers will be monitoring the event again this year.The annual event, which has been held for more than 25 years, was met with disappointment from residents and partygoers last year because of increased police monitoring.The Daily Reveille reported Oct. 26, 2007, that BRPD announced Carlotta Street block party attendees would not be allowed to loiter in the street or obstruct traffic.Residents said they were angry with the way law enforcement handled last year’s party. The Daily Reveille reported three days later that residents were told they couldn’t gather on the street or play music that could be heard from the street.After a man was Tasered during an altercation, the crowd became upset with the police, throwing beer bottles at mounted officers.Residents noted an increased tension among partygoers, partly because of the increased police monitoring and physical altercations.Officers began clearing the streets around 1 a.m. Officers on horses, in vehicles and on foot cleared the Carlotta Street area, and anyone walking along State Street toward the party was told to turn around. According to the Oct. 29, 2007, report, officers told people in the area they would be arrested or Tasered if they did not vacate the area.
