Buzz has been building about what the vast tract of land on each side of Lee Drive between Nicholson and Burbank drives will become. Plans will not be finalized for a couple months, but several different groups own or have options associated with the development of the property. Victory Real Estate Investments, based in Columbus, Ga., plans to develop about 75 acres of the nearly 540-acre tract at Burbank and West Lee. Rumors of a Target store in their development have been circulating since late 2007, but no contractual information is available and Victory Real Estate Investments did not return multiple interview requests.Jessica Hauser, spokeswoman for Target, said Target does have interest in the area but does not yet have plans to build there.Victory Real Estate Investments’ Web site says the company plans to develop the land into “high end retail shops.” Another group, Intercap Institutional Investors, based in Austin, Texas, plans to develop 190 acres of the tract. Thirty of those acres will be transformed into a University-linked retirement community, said Greg Eden, managing partner and CEO of Intercap.This “linkage” would allow residents to possibly audit courses at the University, tutor students and participate in cultural activities, Eden said. Intercap’s goal is to create an environment for an intergenerational mix of students and seniors. Intercap plans to talk with University and alumni officials to determine the interest and support of such a community.”We think Baton Rouge is a great city,” Eden said. “We’re excited about the potential of this project for the University community and its friends and supporters.”Eden said a number of upscale national student housing companies and firms specializing in multi-family housing have expressed interest in the area. “The 190-acre tract is the last major undeveloped land available that is privately held and near the University campus,” Eden said.Discussions with the Baton Rouge City-Parish Planning Commission are under way. Intercap’s plans will be heard on Sept. 22 by the Planning Commission and will then go to City Council for final approval.”If the regular review process goes well, we are looking to break ground a year from now,” Eden said.
