Tropical storm Harvey was declared a category 1 hurricane Thursday afternoon. Weather experts predict the storm will make landfall in Texas late Friday night or early Saturday morning, possibly becoming the first category 3 hurricane in 12 years.
Weather experts are expecting Harvey to intensify before landfall and meander for a few days over eastern Texas, leaving parts of Louisiana at risk for flooding.
Afterward, weather services speculate Harvey will travel back to the Gulf of Mexico and then hit Louisiana.
Governor John Bel Edwards addressed Louisiana Thursday afternoon with plans for evacuation and safety should it become necessary.
