LSUPD officers arrested Phillip Cooper, 20, on two counts of obscenity Saturday after a woman reported to police that she observed him masturbating in his car outside of Miller Hall while she gave him directions, according to the affidavit of probable cause.

The woman told officers she was walking to her car in the Miller Hall parking lot when Cooper called her over to his vehicle and asked for directions to one of the off-campus apartment complexes, according to the affidavit. While pulling up a map on her phone and reading off directions to Cooper, the woman looked up and saw him masturbating so she backed away from the car to call the police.
The woman later identified Cooper for officers who then arrested him. Following his arrest, Cooper confessed to the incident outside of Miller Hall, as well as a separate obscenity incident which occurred on Thursday, Feb. 11, according to the affidavit.
