UNITED NATIONS (AP) — A U.N. panel says the Sudanese government and rebel groups in Darfur have flagrantly violated a U.N. arms embargo and have chosen a military solution to the conflict over peace talks. In a 93-page report to the U.N. Security Council released Tuesday, the panel painted a grim picture of combatants stepping up the violence in Darfur and expanding their attacks elsewhere in Sudan and across the border into Chad.
