Fifty-eight people boarded the TransAsia ATR-72 plane in Taiwan and landed on the Keelung River around 11 a.m. local time (9 p.m. CT).
Thirty-one people are confirmed dead, 15 are injured and 12 are still missing.
The plane was heading to Kinmen, which is off the coast of Chinese province Xiamen. The plane veered out of control and clipped a taxi on Nanhu Bridge; two passengers in the taxi were injured.
Hours after the crash, the CEO of TransAsia Airways Chen Xinde expressed his condolences and apologized to the families of the passengers.
